Description
This book is about initiating devolution and demonstrates that reforms will be ineffective or subverted unless it addresses key pre-requisites. The most important pre-requisite is addressing the power structure in the context in which devolution is to be introduced. This is an important book not only because of conceptual contributions but also because the authors were actually involved in the initiation and implementation of the devolution plan in Pakistan at the highest policy level. This enabled the documentation of how and where the plan was inadequate from conception to execution.
About the Author / Editor
Shahrukh Rafi Khan is currently Visiting Professor of Economics, Mount Holyoke College. He has a Ph.D. in Economics from the University of Michigan, Ann Arbor, 1983. The author has published several books and refereed numerous papers in local and international journals to his credit. Aasim Akhtar: A political activist and teacher working closely with working-class movements including landless farmers, squatters, trade unions and students. Worked previously with the Sustainable Development Policy Institute and the Mahbub ul Haq Human Development Centre, both in Islamabad. Also convenor of the People’s Rights Movement (PRM), a political confederation of working-class movements.Write extensively for national and international magazines, newspapers and academic journals.
